EWS Certificate stands for Economically Weaker Section Certificate. It is an official document that certifies a person belongs to the Economically Weaker Section category — i.e., they are from the general (unreserved) category but have a low annual family income. The Government of India introduced 10% reservation for EWS category in government jobs and educational institutions through the 103rd Constitutional Amendment in 2019.
In Bihar, the EWS Certificate is issued by the Revenue Department through the RTPS / Service Plus Bihar system. This certificate enables general category candidates with low income to avail the 10% reservation in government jobs, UPSC, SSC, state PSC exams, and college admissions.
Important: EWS Certificate is only for candidates who are NOT covered by any existing reservation (SC, ST, OBC). If you belong to SC/ST/OBC, you are not eligible for EWS certificate.
Annual family income from all sources must be below ₹8 lakh per year. Includes income from salary, business, agriculture, rent, and other sources.
